Introduction

The Institution of Traditional or Cultural Leaders Act 2011 was adopted in April 2011 by the Ugandan Parliament, passing into law the Bill which was published on 07
December 2010 as Bill No. 24 in the "Uganda Gazette", No. 72, vol. CIII.

The provision for emblems of Cultural Leaders is outlined in Article 19:
Symbols and seals of institution of traditional or cultural leaders.
(1) Institutions of traditional or cultural leaders may have flags, anthems, seals and logos.
(2) Flags, anthems, seals and logos of traditional or cultural leaders existing before the coming into force of this Act shall continue to be in use.

The list of the recognized cultural institutions and leaders is appended at the end of the Law, namely:

Ker Alur
Obukama bwa Bunyoro
Buruuli Chiefdom
Obwakyabazinga Bwa Busoga
Obwakamuswaga Wa Kooki
Lango Chiefdom

Rwenzururu Kingdom flag

The Kingdom of Rwenzururu (Obusinga bwa Rwenzururu) is recognised by the Uganda Government.  Its Arms and Flag can be seen here. The flag is a horizontal tricolour of blue over darkish-green over yellow.  In the centre is a plain white disc.

The Rwenzururu kingdom was formally recognized by the Ugandan government on 19 October 2009 and Charles Wesley Mumbere crowned King of the Rwenzururu. President Yoweri Museveni said, "A National conference for leaders of cultural institutions is coming.  We restored these kingdoms but we have not discussed with them in detail how they should work in harmony with the Government."

I send you my version of this flag. I do not think the colours are quite right, but I believe the monkey image is quite better. The original image was from the "Flags of Aspirant Peoples" flag chart.

From the "Flags of Aspirant Peoples" chart, flag #9, captioned: RUWENZURURU, Bakongos, 1962, Zaire & Uganda. The monkey is black, except the end of its tail, which is white. Captain Haddock would call it "cercopitheque".

Rwenzururu flag - variant

I don't know what kind of monkey it is, but I have in my files a basic image of the full flag. I don't remember where I got it.

It might be the flag of the rebel group called the ADF (Rwenzururu) active in Western Uganda. They do appear to be based in the Ruwenzori mountains, obviously. ADF stands for "Allied Democratic Forces". It was formed after the split in a Muslim separatist group in Northern Uganda, one faction became the ADF. Nobody knows exactly what the ADF are fighting for, but they are most likely supported by the government of Sudan. This is plausible since Sudan and Uganda have long been fighting a proxy war, sponsoring rebels in each other territory. The LRA, Lord's Resistance Army (Christian fundamentalist), another Ugandan rebel group, are certainly based in Sudan.

Sometime in 1981 Mr. Alfred Znamierowski let me copy some flags of unusual or long-forgotten countries from his enormous files (paper ones). The sketches, like the one of Rwenzururu were pretty rough. I want to stress that the image I sent has absolutely nothing to do with Jackson's chart of the flags of Aspirant Peoples.
